J. M. "Mac" Yowell was appointed State Highway Engineer in June 1992. Prior to that, he was employed by various construction companies, most recently with Kay and Kay Contracting, Inc. as Tennessee Division Manager in East Tennessee. He also worked at the Kentucky Department of Highways from 1959 to 1965.
