Forest J. Neel (May 19, 1906 - September 30, 1971) was born in Vanceburg, Kentucky to James Neel and Rose Johnson. Neel served as a lawyer for United States Agricultural Adjustment Administration and as an adjudicator for the Veterans Administration. He served with the United States Army in World War II. Neel married Jessie Jewell Church.
