Howell Willis Vincent (December 30, 1909 - July 26, 1992) was born in Edmonson County, Kentucky to Gillis Vincent and Calvernia Willis. He attended the Western Kentucky Teachers College and the University of Kentucky College of Law. Vincent first practiced law in Bowling Green and later practiced in Covington. He campaigned to be the Democratic nominee for Kentucky Governor in 1951 but lost the primary. Vincent married Mary Opal Scroggins in 1931.
