Joseph Downing Webb (July 8, 1912 - March 3, 1981) was born in Fayette County, Kentucky to George Webb and Kittie Downing. Webb received a B.S. in Commerce in 1932 and an LL.B. in 1934 from the University of Kentucky. He practiced law in Lexington and operated a farm. Webb served as chairman of the Lexington-Fayette County Planning Commission for many years. He also served as a director of the Farm Bureau and a director of the Hurst Home Insurance Company. He married Dorothy Nichols in 1948.
