Bert Omer Howard (March 17, 1903 - September 9, 1990) was born in Cranks, Kentucky to Ewell Vernon Howard and Nancy Howard. Howard practiced in Harlan and served as Harlan County Attorney for 12 years. Additionally, he served as Assistant County Attorney and Assistant Circuit Judge. Howard married Thelma Littrel.
