    James William Chapman (April 16, 1907 - February 9, 1998) was born in Ohio to Napoleon Chapman and Ida Belle Porter. He practiced law in Ashland. He later served as the district's representative in the Kentucky General Assembly during the 1932 and 1940 sessions. Chapman was called to service in World War II in late 1940. Chapman was awarded the Purple Heart on September 23, 1942 for his role and performance in the attack on Hickam Field, Hawaii on December 7, 1941. After his retirement from the military, Chapman served as counsel for the Retired Officers Association. Chapman married Elinor Shanklin.
