William Herbert Cecil (December 7, 1906 - August 14, 2001) was born in Saint Louis, Missouri to Ollie Cecil and Mattie Jones. Cecil practiced law in Lexington after graduation. He practiced until 1953, when he became acting Postmaster for Lexington. Cecil was Lexington's Postmaster until 1974. He severed in the United States Army during World War II where he achieved the rank of Captain. Cecil married Laura Frazer in 1932.
