Clarence Ernest Barnes (March 8, 1904 - November 16, 1968) was born in Oklahoma to Charles Franklin Barnes and Cora Edith Bastion. Barnes received BS and MS degrees from Oklahoma State University before attending the University of Kentucky. He practiced law in Oklahoma and also taught at Oklahoma State University. He served as Logan County Attorney for three years in the late 1930s. He also served as mayor of Guthrie, Oklahoma. Barnes married Margaret Corinne Estus in 1932.
