Thomas Burchett (February 14, 1893 - May 9, 1966) was born in Carter County, Kentucky to John Plummer Burchett and Mary Louisa Jacobs. Burchett practiced law in Ashland, Kentucky after receiving his LL.B.. He served as Boyd County attorney from 1930 to 1937. Burchett also served as Commonwealth's Attorney for the 32nd Judicial District from 1940 to 1952. He served terms as the president of both the Kentucky County Attorneys Association and the Commonwealth's Attorneys Association. Burchett married Olive Jones in 1923. Their son, Thomas Burchett, Jr., joined his father to form the law firm of Burchett and Burchett after he graduated from the University of Louisville College of Law.
