John A. Clements was appointed FHW A's Associate Administrator for Research and Development on December 1, 1992. He has a distinguished career in both private and public service. He was Vice-President-Program Director, Highways, for Parsons Brinckerhoff Quade and Douglas, Inc. He also is former Commissioner of the New Hampshire Department of Public Works and Highways.
