John O. Hibbs is retired from the Federal Highway Administration after numerous assignments. Mr. Hibbs teaches part-time for the University of Maryland Technology Transfer Center and half-time as a Senior Staff Engineer for the Strategic Highway Research Program of the National Research Council.
