William Oscar Hays (October 3, 1906 - November 17, 1980) was born in Winchester, Kentucky to Joseph Smith Hays and Ella Helton. Hays graduated from Kentucky Wesleyan College in ? and worked as a land appraiser for the L&N Railroad. After receiving his LL.B. in 1935, Hays practiced law in Winchester. He served as United States Commissioner of the Eastern District Court between 1935 and 1971. He also served as corporation counsel for the City of Winchester from 1946-1950. In addition to his legal career, Hays was the director of the Clark County Bank, the Montgomery Bank & Trust, and the Winchester Sun. He married twice--his wives were Ellen Fairie Theodosia Jenkinson (m. 1930, divorced or separated prior to December 1967) and Katherine Moore (m. 1967).

Three of Hay's brothers (Elmer Dishman Hays '14, Joseph Smith Hays '16, and Robert Helton Hays '21 ) were also graduates of the University of Kentucky College of Law.
