James Harry Stamper (March 5, 1908 - February 22, 1953) was born in Lexington, Kentucky to John Henry Stamper and Hattie Osborne. Stamper practiced law in Lexington. He also operated the Phoenix Book Shop and Rental Library in the city. Stamper served in the United States Army Air Corps from 1934-1936 and 1942-1944. He was a commander of the Lexington and Kentucky chapters of Disabled American Veterans. Stamper was a field secretary for the Disabled Ex-Servicemen's Board between 1945 and 1946. He married Stella Bach in 1934.
