William Hercules Hays, Sr. (October 20, 1909 - June 17, 2001) was born in Washington County, Kentucky to James Sidney Hays and Nora Bonta. Hays practiced law in Shelbyville. He served as Shelbyville City Attorney for four years and as Shelby County Attorney for thirty years. Hays married Ann Elizabeth Hinkle on March 14, 1935.
