Richard Clayton Smoot (September 2, 1903 - September 24, 1978) was born in Salt Lick, Kentucky to Rollie and Mollie Smoot. Smoot practiced in Ashland, Kentucky after graduation. He served terms as Ashland city attorney and as Boyd County attorney. Smoot served as assistant general counsel for the Chessie Railway System. He married Eva Waller in 1929.
