Description
Four, Eleven, Forty-Four (4-11-44) was the numbers combination played by many African Americans placing bets in the numbers game known as "Policy." The numbers, or Policy, was a tolerated illegal gambling system found in major U.S. cities. The numbers were selected using a lottery wheel, with the more famous wheels known as The Frankfort and The Kentucky. When the lottery wheels became outlawed in northern states, the numbers were drawn in Kentucky, Missouri, and Louisiana, then telegraphed to the north.
