This panel discussion will explore the continued evolution of the U.S. coal combustion products market, with a focus on the impacts of dynamic regulatory and market forces. Invited expert panelists will share perspectives on developments over the past several years (building on discussions from WOCA 2022 and WOCA 2024), current conditions, and expected future trends—particularly those likely to shape the market between 2026 and 2030. The discussion will address the interrelated markets for engineering, construction, and beneficiation of ash from both operating and inactive plants. Panelists will offer perspectives relevant to the full coal ash industry, from owner/operator organizations to the vendor and service-provider ecosystem that supports them. The session will begin with an overview of economy-wide metrics, including the number of coal-fired plants, boilers, and regulated CCR units. Data will be presented using dashboards and maps to illustrate recent changes and emerging patterns. Panelists will then be asked to provide “then, now, and future” insights on topics including: Regulatory climate, uncertainty, and anticipated direction Closure design, construction sequencing, and material handling methods Beneficiation market options, demand, and constraints Each panelist will provide a brief opening statement and approximately 15 minutes of discussion reflecting their unique professional perspective in engineering, construction, or beneficiation. The session will conclude with audience questions, creating an interactive and informative discussion.
