Mr. Steven Turner - United States - Tetra Tech, Inc. Abstract Due to multiple factors (beneficial use, alternate fuel sources, planned and unplanned outages, etc.), Coal Combustion Residual (CCR) landfills are seeing variable and unpredictable rates of CCR available for disposal. This creates construction and operational challenges for the Owner. These challenges are especially critical when a new cell is built or recently expanded, leaving acres of open area to maintain. In times of high-volume CCR placement, contractors are ever-present with the means to service active portions of the landfill. When CCR placement is minimal, contractor activity/availability is reduced, leaving a landfill cell more susceptible to surface deterioration from the erosive forces of rain, wind, and other weather. These maintenance reductions could result in significant harm to the liner system’s protective cover and drainage components, resulting in costly repairs. Operations and Maintenance costs such as leachate capture and treatment must also be considered regardless of CCR fill rate and contractor activity. This Case Study provides commentary on the analysis and decision-making process to determine when interim protection of a CCR landfill’s bottom liner system may be warranted. It summarizes the advantages/disadvantages of various options for interim protection and discusses key design and construction factors to consider when implementing protections.
