Abstract ABSTRACT The Tennessee Valley Authority (TVA) is in the process of closing Ash Pond 2, the Stilling Pond and the Special Waste Landfill at the TVA Shawnee Fossil Plant using Closure In Place. The project includes four million cubic yards of mass grading that included embanking material over sluiced ash. Kiewit Engineering Group (KEG) designed a bridge lift that utilized existing ash material saving time, money and improving safety of our personnel and equipment. KEG also conducted extensive Cone Penetration Tests (CPT) and Vane Shear Tests (VST) across Ash Pond 2 and the stilling pond to characterize the strength characteristics of the sluiced ash. This paper describes our design methodology for the bridge lift and presents strength data for the sluiced ash at three stages: before dewatering, after dewatering and after resaturation. KEG performed extensive analyses including slope stability and bearing capacity for safe access and confirm temporary construction slopes were stable. KEG designed Dewatering Demonstration Areas in Ash Pond 2 and the Stilling Pond to assess the effectiveness of the proposed dewatering plan and provide data to adjust the dewatering scheme before completely implementing it. This paper also presents the benefits of real-time instrumentation monitoring on improved safety and increased production.
