Implementation Issues, Groundwater Corrective Action, Laramie River Station, Basin Electric Power Cooperative Authors Mr. Jeremy Hurshman - United States - AECOM Mr. Dennis Connair - United States - AECOM Abstract Groundwater monitoring of an ash pond and landfill complex at the subject site identified the presence of lithium and molybdenum at statistically significant levels (SSLs) above the site-specific groundwater protection standards (GWPSs). Groundwater impact in the sandstone aquifer was delineated and found to be limited to an area of less than 10 acres. An assessment of corrective measures (ACM) was conducted and a public meeting open to interested and affected parties was held on January 30, 2020 to discuss the results of the ACM. Work was initiated on the Selection of Remedy, and a Groundwater Remedy Selection Report was issued in July 2020 (AECOM 2020). The report specified groundwater corrective action to include ash removal and retrofit of the affected ash pond, hydraulic capture of impacted groundwater, and treatment of the captured groundwater by discharge into the new zero-liquid-discharge (ZLD) retrofit pond. Design, contracting, installation, and startup of the relatively simple and proven corrective measures alternative were pursued with the full commitment of the owner, but the process required over 3.5 years to complete. This presentation reviews the project-specific timeline to highlight realistic limitations for groundwater corrective measures implementation.
