Abstract
Rising demand for international communications drive cable capacity growth, yet financing and political risks remain major obstacles. Chinese investments help finance cable systems in multiple emerging market regions. Emerging economies need to develop robust domestic regulations and international coordination to reduce political risks, protect cable infrastructure, and manage cyber risks.
