Speaker's Bio
Dr. Merl Hackbart is Special Assistant to the Chancellor and Professor of Finance and Public Administration at the University of Kentucky. Among his responsibilities are the chairmanship of UK's Lexington Campus Restructuring and Realignment Task Force and UK's KERA Task Force.
Glenn B. Mitchell is Commissioner of the Department of Fiscal Management for the Kentucky Transportation Cabinet. He also serves as acting Executive Director of the Office of Policy and Budget for the Cabinet.
Sylvia L. Lovely has served as Executive Director of the Kentucky League of Cities, a statewide service organization for municipalities, since 1990. For three years prior to that, she was KLC's Director of Intergovernmental Services with responsibility for a $170-million bond program.
