John Calhoun Clarke (November 5, 1905 - May 19, 1966) was born in Wetzel County, West Virginia to Hiram Kenis Clarke and Annie Bevins. Clarke practiced law in Boyd County, Kentucky. He served as a deputy rural highway commissioner and as the master commissioner of the Boyd County Circuit Court. Clarke was a former president of the Kentucky Federation of Federal Land Banks Association and of the Boyd County Farm Bureau and the Federal Land Bank. He married Elva Hieronymus in 1941.
