Elmer Paul Williams (December 23, 1902 - May 27, 1962) was born in Nicholas County, West Virginia to George Wallace Williams and Annetta Bailes. Williams taught school in various counties across West Virginia. He served as principal of Scott High School in Madison, West Virginia between 1935-1944. Williams married Gladys Pearl Hypes in 1924.
