    James Clay Burnette (November 22, 1901 - January 15, 1985) was born in Flippin, Kentucky to Joseph Burnette and Adaline Downing. Burnette practiced law in Knott County, Kentucky. Additionally, his military service led him to work for the Military Affairs Committee of the United States House of Representatives in the 1940s. Burnette married Wanda Sturgill in 1934.
