William Richard Ballinger, Jr. (April 17, 1905 - April 5, 1954) was born in Barbourville, Kentucky to William Richard Ballinger, Sr. and Sarah Elizabeth Amis. He practiced law in Cincinnati, Ohio. Ballinger later served as a supervisor for the Division of Aid for the Aged.
