Paul Elmore Keen (September 27, 1900 - June 6, 1988) was born in Trammel, Kentucky to Edward Jackson Keen and Lou Etta Holland. Keen first attended Bethel College and Union University before attending the University of Kentucky. He later furthered his education at Columbia University. Keen had a long career with the government of the District of Columbia. He married Sarah Howell in 1933.
