    James Blaine Nickell (April 28, 1900 - July 26, 1969) was born in Morgan County, Kentucky to Silas Monroe Nickell and Mary Ann Gevedon. Nickell practiced law in Morgan County. He served as West Liberty city attorney and as Commonwealth's attorney. He served as the attorney for several Morgan County organizations including the Mountain Rural Telephone Cooperative, Licking Valley Rural Electric Cooperative, and Pleasant Valley Country Club. Nickell married Gertrude Jeanette Dondanville in 1922.
