CCR Landfill Leachate Treatment Considerations

The US Environmental Protection Agency (EPA) proposed new effluent limitations guidelines (ELGs) for coal combustion residual (CCR) leachate in March 2023. In this proposed rule, definitions of applicability and implementation deadlines were outlined in addition to establishing numeric limitations for arsenic and mercury. The proposed ELGs established mercury and arsenic numeric limitations based on chemical precipitation but EPA also queried the public whether more advanced treatment should be required as the technology basis. Stantec will discuss the status of the 2023 proposed leachate ELGs and identify treatment technologies that can pass muster from compliance, ease of operation, and flexibility. Various strategies will be discussed such as stand-alone systems or consolidated systems for leachate treatment. Remote operation at retired sites may also present challenges. Stantec will offer guidance on making those remote systems robust and in communication with centralized, staffed locations where needed.
