Abstract

The Lexington, Kentucky Vice Mayor’s Office is exploring ways to expand access to homeownership as a means to facilitate wealth creation for its citizens. This paper outlines literature highlighting the issues surrounding the shortage of housing and past discriminatory policies which negatively affected Lexington. Specific criteria were used to identify cities that resemble Lexington to see what housing programs those cities have implemented and to see what can be reasonably applied to Lexington. Descriptions and themes of the identified programs are provided to provide the Lexington Vice Mayor’s Office with policy options to increase avenues to first-time homeownership.
