Mervin Kohl Eblen (June 30, 1896 - April 19, 1993) was born in Cairo, Kentucky to Mathew Floyd Eblen and Katherine Kohl. Eblen practiced in Hazard, Kentucky after graduating from the College of Law. He was Hazard city attorney between 1923 and 1927. Eblen was elected mayor of Hazard in the 1930s and the 1950s. He served on the board of directors for several banks and coal companies in the Hazard area. Eblen married Helen Cole.
