Otto Carlston Martin (November 25, 1890 - December 31, 1962) was born in Ohio County, Kentucky to Ransom Basil Martin and Delilah (Delia) A. Flener. Martin practiced law in Hartford after graduation. He was, at one time, the Master Commissioner for the Ohio County Circuit Court. He also served as Commonwealth's Attorney for Ohio County. He married Lena Coppage in 1911.
