Editor-in-Chief

Glen P. Mays, PhD, MPH

Dr. Mays is the Director of the National Coordinating Center for PHSSR and Public Health PBRNs and is the F. Douglas Scutchfield Endowed Professor at the University of Kentucky College of Public Health. Dr. Mays’s research focuses on strategies for organizing and financing public health services, preventive care, and chronic disease management for underserved populations. A graduate of Brown University, Dr. Mays earned a PhD and MPH in health policy and administration from the University of North Carolina-Chapel Hill, and completed a postdoctoral fellowship at Harvard Medical School’s Department of Health Care Policy. Prior to joining UK, he held a faculty position at the University of Arkansas for Medical Sciences and was a senior health policy researcher at Mathematica Policy Research.

Executive Associate Editor

F. Douglas Scutchfield, MD

Dr. Scutchfield is a co-principal investigator at the coordinating center and the Peter Bosomworth Endowed Faculty in the University of Kentucky College of Public Health. Dr. Scutchfield’s research focuses on strategies for organizing and financing public health services, preventive care, and workforce management for underserved populations. Dr. Scutchfield received his undergraduate degree, with distinction, from Eastern Kentucky University, which recognized him as their outstanding alumnus in 1992. He was awarded an honorary doctor of science degree by EKU in 2004. He received his medical degree from UK, where he was elected to the Alpha Omega Alpha Medical Honor Society. He has also received an honorary doctor of humane letters degree from Pikeville College. He completed residency and fellowship training at Northwestern University, the Centers for Disease Control and Prevention, and UK. Dr. Scutchfield served as an Epidemic Intelligence Service Officer at the Centers for Disease Control and Prevention.

Senior Associate Editor-at-Large

Betty Bekemeier, MSN, MPH, PhD

Dr. Bekemeier is a University of Washington (UW) School of Nursing Associate Professor and Adjunct Associate Professor at the UW School of Public Health. She is a nationally recognized public health systems and practice-based researcher, focusing on structures and services of state and local health departments in relation to health outcomes and reducing disparities. Much of her research and leadership in advancing public health systems has been conducted with state Public Health Practice–Based Research Networks (PBRN) and the National Network of Public Health PBRNs. She leads several PBRN-related research projects, in particular, the Public Health Activities & Services Tracking (PHAST) study. PHAST is an ongoing multi-state PBRN study to develop the evidence regarding health outcomes associated with variation and change in local public health infrastructure and service delivery. She also served as Deputy Director of The Robert Wood Johnson Foundations’ (RWJF) Turning Point National Initiative and was an RWJF Nurse Faculty Scholar.

Senior Associate Editor for Research Translation

Paul C. Erwin, MD, DrPH

Dr. Erwin is Professor and Head of the Department of Public Health, University of Tennessee. Having worked as Regional Director and Health Officer for the Tennessee Department of Health for 16 years, Dr. Erwin has expertise in public health practice, and community-based health assessment and strategic planning; he has a particular interest in evidence-based public health. Dr. Erwin leads the Public Health–Practice Based Research Network in East Tennessee, and works closely with public health practice partners through Academic–Health Department partnerships.

Senior Associate Editor for Research Methodology

Jenine K. Harris, PhD

Dr. Harris is Assistant Professor in Public Health in the Brown School at Washington University in St. Louis. She has a PhD in Biostatistics and Public Health from Saint Louis University School of Public Health. Her research agenda focuses on the use of systems approaches and network methods to understand and strengthen the public health system. As a methodologist, Dr. Harris specializes in exponential random graph modeling (ergm), a novel stochastic approach to understanding the formation of ties among people and organizations in networks. In 2014 she published the first book on ergm, An Introduction to Exponential Random Graph Modeling, which is bound to become a New York Times Bestseller. Senior Associate Editor-at-Large

Gulzar Shah, PhD, MStat, MS

Dr. Shah is the Associate Dean for Research and an Associate Professor at the Jiann-Ping Hsu (JPH) College of Public Health, Georgia Southern University (GSU). Prior to this, Dr. Shah served as the Lead Research Scientist at NACCHO and in various capacities at the Utah State Department of Health. His multi-sector work experience spans over 19 years, with appointments in both academia and public health practice agencies, nationally and internationally. In 2009, Dr. Shah received the Nancy Rawding Employee of the Year Award from NACCHO, “in recognition of outstanding and dedicated service to NACCHO and the field of Public Health.”

Director of Knowledge Management

Robert M. Shapiro II, MALS (PhD student)

Robert M. Shapiro II is a graduate of the School of Library and Information Science at the University of Kentucky where he received his master of arts in library science. He acquired a BA in philosophy and religion from Appalachian State University in 2000. Mr. Shapiro is the Public Health Librarian and academic liaison to the College of Public Health for the Chandler Medical Center Library at the University of Kentucky. He has worked with the Kentucky Department of Environmental Protection as a solo-librarian as well as a stint with Google. Mr Shapiro began his work with the National Coordinating Center for Public Health Services and Systems Research in 2008 and has worked on several projects including the development and maintenance of the PHSSR subset of the HSRR database; information seeking behavior studies of public health practitioners; citation analyses of PHSSR literature; and investigations into public health communication. His research interests lie at the confluence of information science, public health, and communication science.

Managing Editor

Charlotte S. Seidman, FNP, MHS, MPH, ELS

Charlotte Seidman recently retired after more than 30 years as a medical editor, first for 15 years with Dr. Abram Benenson editing Control of Communicable Diseases in Man for the American Public Health Association, then with Drs. Kevin Patrick and Doug Scutchfield for 20 years with the American Journal of Preventive Medicine. In addition, she was a practicing nurse practitioner and clinical researcher for many years, as well as a military nurse in Vietnam. But her proudest accomplishments are her kids, Laura and Michael, and her community work with the PTA and local charities.
